Open access is at the heart of a seismic shift in scholarly publishing. In particular, gold open access (OA) has expanded rapidly, increasing in market share every year. In the gold OA model, financial viability shifts from the demand to the supply side, with article processing charges (APCs) a common scenario. Ideally, this model would be sustainable for academic research institutions, in that, it would cost them cumulatively no more to pay APCs than they pay now in the traditional subscription model. APC-driven gold OA has financial and other implications for libraries, institutions, and authors. In the Andrew W. Mellon Foundation-funded “Pay It Forward” project, we examined the viability of gold OA by looking at institutional costs, faculty and graduate student opinions, and various models for gold OA. The Pay It Forward research teams gathered a variety of qualitative and quantitative data from publishers, research libraries, and faculty and students including: current APC charges, current subscription charges, journal publication costs, opinions and behavior of graduate students and faculty members regarding publishing, reading, and OA. The speakers will discuss the findings of the research and the implications for the viability of the gold OA model. When the COVID-19 pandemic took off, the usual models of publishing were thrown out of the window. Immediate free, open access became the norm, with non-peer reviewed publications (preprints) becoming the almost the majority form of publishing, publishers dropping article processing charges and journals opening up all their content. Will the new norm continue and what are the implications for the future of publishing?
Biography
Ginny Barbour is Director of the Australasian Open Access Strategy Group and is Co-Lead, Office for Scholarly Communications, Queensland University of Technology (QUT). In 2004, she was one of the three founding editors of PLOS Medicine. She has been involved over the years with many Open Access, publishing, and ethics initiatives including (DORA) the Cochrane Library Oversight Committee, and as a Plan S Ambassador. She writes for the Conversation She is on the NHMRC’s Research Quality Steering Committee.

Hi there. I am John Bond from Riverwinds Consulting and this is Publishing Defined.
Today I am to going to give an overview of Open Access.
Open Access is a big topic and it has been a major force in publishing over the last 15 years.
Open Access or OA usually refers to journal publishing, but it can also refer to other formats, such as books or monographs.
Open Access means that the journal articles or the material are free of all restrictions to access; such as needing a subscription which means that they are available to anyone, anywhere, at any time, assuming you have Internet access.
Usually Open Access means the material has limited or no restrictions on its use such a copyright restriction.
Finally, the material is usually peer reviewed and online only versus online only and in paper format.
Open Access emerged as a force in the early 2000s. It got its start as several factors were coming together. First was the growth of the Internet which allowed OA to be born, and to flourish. Next was the emerging idea that research and its associated writing was many times funded by a government, or another grantor, and therefore there should be no subscription barriers to that material. Also the idea that many of the authors of the material and researchers were university employees or the like and therefore there should be limited barriers to that material. The last factor was that institutional subscription pricing had risen dramatically. For-profit publishers had set the pricing of some journals at a $1,000 all the way up to $10,000 or even more dramatically raising the price, putting it out of the reach of many institutions and many users.
So if there is no subscription revenue, how does OA actually work? An Open Access journal may operate under the Gold OA Model. This means the author would be responsible for an APC, or Author Processing Charge. The fee could be anywhere from may be a few hundred dollars all the way to over $3,000 or even more. And it is only paid by authors on an accepted article.
The APC that’s incurred is usually reimbursed or paid for through a grant by the individual author or by an institution or paid for by the authors themselves. There are other OA models such as Green OA. This means the author places their article at a repository that’s available to everyone usually run a university or the like. And there is the hybrid OA model, which means that some articles are available through Open Access while others are available through the traditional subscription model.
Open Access will continue to flourish. But beware of predatory publishers. More on that later.

Open access (OA) journals are scholarly journals that are available online to the reader "without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself." They remove price barriers (e.g. subscription, licensing fees, pay-per-view fees) and most permission barriers (e.g. copyright and licensing restrictions). While open access journals are freely available to the reader, there are still costs associated with the publication and production of such journals. Some are subsidized, and some require payment on behalf of the author.
Some open access journals are subsidized and are financed by an academic institution, learned society or a government information center. Others are financed by payment of article processing charges by submitting authors, money typically made available to researchers by their institution or funding agency. Sometimes these two are referred to respectively as "gold" and "platinum" models to emphasize their distinction, although other times "gold" OA is used to refer to both paid and unpaid OA.
In 2009, there were approximately 4,800 active open access journals, publishing around 190,000 articles. As of October 2015, this had increased to over 10,000 open access journals listed in the Directory of Open Access Journals, though this number has fallen to 9,500 in January 2017. A study of random journals from the citations indexes AHSCI, SCI and SSCI in 2013 came to the result that 88% of the journals were closed access and 12% were open access. To better understand what open access journals I'm going to provide you with the 3 key differentiators between publishing in open access journals vs traditional academic journals.
Difference #1 Who is paying?
In the traditional academic publishing process, if your article gets published there is no cost to you, the researcher. The end-user can buy the individual article or a subscription to the journal in which it appears.
It is because of the internet that the open access paradigm can exist. Instead of a journal asking the end-users to pay for access, the researchers themselves will pay the journal a pre-determined fee. The journal makes it so that that article is open access.
NOTE: There has been a rise in what is called predatory publishing and predatory journals. I will explain what those are in and what to look out for.

Jay Phoenix Singh, PhD, PhD is a Fulbright Scholar, faculty at both UPenn as well as Cambridge, and the internationally award-winning Founder of the Global Institute of Forensic Research (successful 2017 exit as CEO).
Author of over 75 peer-reviewed articles and books, he completed his graduate doctoral studies in psychiatry at the University of Oxford and clinical psychology at Universitat Konstanz. Today I am going to discuss the Directory of Open Access Journals or DOAJ or DOAJ.
DOAJ is a community-curated list of open access journal. It defines OA journals as scholarly journals making all their content available for free, without delay or user-registration requirement, and meeting quality standards, by exercising peer review or editorial quality control. It uses the Budapest Open Access Initiative's definition of OA fora journal to be included, as the rights to "read, download, copy, distribute, print, search, or link to the full texts of [the] articles, or use them for any other lawful purpose.” The mission of DOAJ is to "increase the visibility, accessibility, reputation, usage and impact of quality, peer-reviewed, open access scholarly research journals.”
DOAJ is maintained by Infrastructure Services for Open Access or IS4OA. It started in 2003. Today it contains over 12,000 OA journals in over 120 countries and 70 languages. It is funded via donations. All DOAJ services are free of charge including being indexed in DOAJ.
DOAJ also operates an education and outreach program around the world. DOAJ metadata is widely available to everyone and inclusion in their list increases traffic to the journal’s site. I hope you will check out their work at and consider submitting your OA journals for inclusion.

Learn from Publisher: How to Publish Open Access Scopus/WOS Indexed Journal
Research Synergy Foundation in collaboration with Taylor & Francis organized a webinar on the theme “Webinar #AskEditor3: Learn from Publisher: How to Publish Open Access Scopus/WOS Indexed Journal”. The webinar addressed the publication issues and opportunities in Open Access Scopus/WOS Indexed Journal. RSF and T&F had earlier launch a webinar series ““How to Publish Open Access with Taylor and Francis”. The topic attracted hundreds of participants who were researchers and students from various countries. The organizers then decided to hold more than one session focused on helping researchers develop their skills in manuscript writing based on journal’s editor perspective and understanding OA as a form of scholarly publishing for researchers.
In this webinar, Victoria Babbit as Director of Researcher Development & Outreach, Taylor & Francis. Victoria provided information about types of open access journals and insight into how to write a proper manuscript based on editors’ perspective. Victoria shared an overview of F1000 research and ‘How Researcher’ program from Taylor & Francis. She offered some suggestions for authors on the craft of writing an effective manuscript. She also described general rules of writing abstract, discussion, citation, as well as some publication ethics issues. In the question and answer round, many questions from participants were answered very informatively by the speaker.
